A long-term, cross-sectoral city strategy embedding music into València’s urban planning, governance, tourism, and education policies.
València has positioned itself as a leading example of how music can be embedded into city development. Through an inclusive, multi-stakeholder process, the city developed its Music City Strategy 2025 - 2030 - an ambitious framework that links music to public policy, urban planning, education, innovation, tourism, and civic life.
The strategy is structured around five core objectives:
• Supporting and growing the live music ecosystem
• Professionalising and connecting the sector
• Expanding music education and cultural participation
• Positioning València as a music destination
• Embedding music in governance and city planning
Built on six implementation phases - including political alignment, cross-sector coordination, and citizen engagement - the process involved 75 interviews, multiple working groups, and cultural mapping. The result: a replicable, structured roadmap with clear roles, timelines, and governance structures.
The València Music City Office was created to drive implementation, along with tools for impact tracking and monitoring. The strategy highlights music’s value as a tool for social cohesion, economic development, and cultural identity - and serves as a compelling model for other cities.
