From strategy to public policy - how Valencia is operationalising its Music City model through coordinated governance and international exchange

This case study explores how Valencia is translating its Music City vision into an operational, city-wide approach. Building on a strong and diverse musical ecosystem, the city has developed the València Music City 25–30 strategy as a framework to coordinate, connect, and strengthen its music sector across governance, infrastructure, and public life.


Rather than introducing new programming, the focus lies on alignment - bringing together institutions, professionals, and citizens within a shared structure that enables long-term development. Through the establishment of a dedicated Music City Office and an embedded governance model, the strategy is no longer a standalone document, but an active public policy in motion. 


Supported by collaboration with academic partners and ongoing exchange within the Music Cities Network, Valencia demonstrates how music can function as a structural dimension of urban development - connecting cultural, social, and economic priorities into a unified, future-oriented ecosystem.
